What is a GDL?


New Jersey's Graduated Driver License Program

There are two phases in this program:

Special Learner's Permit Phase

  • Contact a driving school, MVC will only generate this type of permit with the endorsement of an accredited driving school
  • Pass both a knowledge and vision test
  • Authorization from a parent or guardian
  • Obtain six hours of behind the wheel from a driving school
  • Driving is restricted from 5 a.m. to 11 p.m.
  • Seatbelts are required
  • The use of ANY electronic device is prohibited
  • Must be accompanied by a supervising adult who is at least 21 years of age and who possesses a valid NJ driver license and has a minimum of three years driving experience
  • Only one additional non household member is allowed in the vehicle
  • Practice drive for at least six months

Provisional License Phase

  • You must be at least seventeen years of age
  • Complete a six month supervised driving period
  • Must pass a road test
  • Practice unsupervised driving for at least one year
  • Driving is restricted from 5 a.m. to 11 p.m.
  • Seatbelts are required
  • Electronic devices are prohibited
  • A red reflectorized decal must be displayed on the upper left corner of both license plates of the vehicle driven
  • Only one passenger in the vehicle unless a parent or guardian is present
